AGAR for Year Ending 31 Mar 2020

The Parish Council accounts have now passed external audit, and a copy of the Notice of Conclusion of Audit along with the certified AGAR (Sections 1,2 and 3) for year ending 31 March 2020 can be viewed in the attachment. Due to current restrictions, access to view the accounts in person is not possible, but any parishioner wish to exercise their right to inspect may contact the clerk at clerk@leireparishcouncil.org.uk before the end of November 2020, and a copy of the relevant account documentation will be forwarded by email.

Important Notice Regarding Parish Accounts 2018/2019

A letter has been received from the external auditors, PKF-Littlejohn, drawing attention to an error in the Annual Governance Accountability Return (AGAR) submission for the financial year 2018/19. The error concerns the omission from the AGAR of various grants received from the National Lottery and Harborough District Council together with donations from village fundraising events as a contribution towards the purchase and installation of play equipment on the Leire playing fields. At the time of the issuing of theses grants, advice was received from Harborough District Council that this money should be maintained in a separate account to the Parish Council account, and so a new account was opened for this specific purpose. As a result, the AGAR submission for 2018-2019 did not include the receipts or expenditure of this money with the result that the expenditure for 2018 was below the £25,000 criteria for the granting of a Certificate of Exemption from a limited assurance review. This decision was approved by the internal auditor who approved the AGAR for that financial year. More »

However, this decision was reviewed during the internal audit of the 2019/2020 accounts, and new advice was given that the 2019/20 AGAR should refer to and correct this omission from the previous year's AGAR. As Leire Parish Council had certified itself as exempt from a limited assurance review for this year (ending 31 March 2019) meaning that it was not required to submit an AGAR or any of the necessary supporting documentation for that year, PKF -Littlejohn have exercised their public interest powers under Schedule 7 of the Local Audit and Accountability Act 2014 and indicated that the certification of exemption granted for that year is consequently invalid.

The AGAR submission for 2019/20 corrects the omission, but the letter from PFK Littlejohn states that under the Local Audit and Accountability act 2014, the amended accounts are to be made available for public scrutiny. Therefore, any parishioner who would like to view the accounts can contact the clerk at clerk@leireparishcouncil.org.uk and make the necessary arrangement to have full visibility of the AGAR submission covering the years 2018/19 and 2019/20.
